If everything is legit id recommend reinstalling your OS and starting clean. IF this has not worked form the first install your PC may just need some serious house cleaning and a rebuild.

When i was living in apartments, i just followed the sound ordinance laws. I could be asloud as i wanted to until 10:00pm than i had to shutup. Honestly i shock the crap out of my neighbors but only had a complaint from one guy and he was just kind of looking to yell at ppl for no reason.

Do you have a proper MIDI keyboard? Just record the "emotional" jam session and chop/edit the midi into a track. Copying certain bits to different synth/instruments and it should start to just build itself around your original idea/emotion. I wish i had a formal piano background.... i bare...

Ground loop sounds plausible, but jsut for kicks and giggles. is the sound still their when you mute everything in the windows mixer control panel? i used to get feedback from cdroms and stuff back in the day.
