Steve Duda, the guy who did Massive's Dimension Expander has made it available as a free plugin.

As far as I know, he didnt make the dimension expander in massive, he just copied it and made it a VST.

Yes that's what happened. The effect is basically an emulation of an out of phase chorus unit that Roland released in the late 70s called Dimension D. Its 4 static delays in parallel, all with offset times and tremolo on their outputs, mixed 180 out of phase in the L-R (so the effect is completely cancelled if you sum your mix to mono)
