if you mean there's no borders for 1/64, then you can right click on the piano roll (in ableton) and go for "Narrow", then you can get up to 1/8192 .. and even more on "Narrowest"

For house/electro I like 128 - 135 (tho i think 135 normally's too fast, but depends on the bassline tho), 140-150ish bpm i like dub music have no rules, it's about doing what you feel is right, your ears are the best weapon! they should deside your "rules"
