Paulstretch is amazing at stretching entire songs 20x longer, but I don't think it sounds good for your average 1 second bass sample. I tried chucking in a couple of things I've resampled and it does some weird stuff. Almost sounds like it's got reversed reverb on it.

I don't know of any filters, but you can get a metallic sound with a really really short delay. 0.01 - 0.10 of a step delay.
