I've always thought it sounded like the "hey" sample used in Full Throttle & Firestarter by the prodigy only chopped so that its just the beginning of the sample.
The original is from a tune called close to the edit by art of noise. May not be correct but they certainly sound similar.

Agree with fragments that it depends what you want it for, but disagree that there isn't much reason to own one.
If you got an e-mu ultra you basically also have a very flexible hardware VA synth with better sounding filters than most if not all VA synths IMO. Plus up to 131gb of hard drive space ...
