for propper vynil I am afraid you are going to need to pay for a pro master. Why are you getting vynil pressed ? cant you just use digital or cd. if its for demo / fun and you need a 12" then get a dubplate rather. You can press much fewer than 300. Also any dubious self mastering can be masked...

if your really clueless about pc's and have the cash to splash go for a mac 1\ it just works 2\ you get to use logic ( arguably the best daw )
a pc will be cheaper but the pain of keeping it running and worrying about sound drivers might not be worth the effort, unless you play games too.
