Yes, but this is a lot different. The Skream remix only uses the famous Dr Who theme melody a little bit, low in the mix.

yeah you gotta understand this is a skream remix of a dub tune, not of the dr who theme, different thing yah!? incidentally, it's awesome

I have the dub version and everyones face when I describe it shows disgust. However, this is a heavy tune in its own right and Skream mix will be big no doubt.
