How does one make Wobble

Hey guys I'm new to the forum and to dubstep. I heard this one dubstep track that had a sound that went up and down real quick, who does that one track, guys? I heard there is this thing called wobble, how is it done exactly, and what is it used for? I'm looking to make my music sound exactly like this track.

I heard about this so called "wobble" too, what social properties does this creature possess? I am wondering because I was looking to catch one and do a collab in one of my tunes. Has anybody worked with "wobble" before? coz I've got a strict studio regime and I'm not sure whether it would work too well
