Hmm efnet is completely open, but other networks such as dalnet/freenode etc allow you to set up channel owners/co-owners with passwords etc and also allow registration of nicknames and channels, to keep the spam and trolling down to a minimum. If going IRC route, efnet isn't really secure these days. If you get a bot or 2 though then it's no problem.
