REAPER is not entirely free, but it's uncrippled shareware, so you can get serious without spending.
Computer music's got a new one out, free with the mag (about £6), got vst support and can record audio, so should be useable.
If you've got a bit of money to spend, I think Smartelectronix had a sequencer for about 30 notes.
You could try kvr, just did a search for sequencers/multitracks and it came up with 55 results (most of these cost though, but there's a few freebies)
