In Belgium there are many dub/reggae events, even on festivals there are quite some names from this side.

I have been living in Finland for 10 years and I can say this country is rather obsessed with Reggae (not everybody of course). They have several really serious sound systems, regular parties, festivals, concerts and radio shows...

Reggae is everywhere. I think it would be easier to list the European countries where it isn't popular. I am unaware of any type of reggae scene in the following countries (but please tell me if I'm wrong):
Iceland
Norway
Romania
Bulgaria
Turkey
Austria
Armenia
Azerbaijan
Georgia
Malta
Moldova

lived in Czech for a while, it's not particularly massive there although there are plenty of smallish nights if you want to look for them.

Budapest are mad for it, and East(ern) Germany is surprisingly big on it too :D

The whole hippie/freak thing was/is pretty big in Portugal and Spain (you can recognize spanish people abroad because the dudes ALWAYS sport a dreadlock mullet ) so reggae is big around here, but I can't really compare it with other countries.

tbh i think reggae/dub is popular everywhere
It's about dropping a track at the wrong speed, and it sounding better than the real thing.
