I had a very brief look at the vid, the impression I get is that it's either horribly cherry picked or just full on made up.
It's so hard to research anything that conspiracy theorists talk about because they do it to the extent that you cannot actually find the original cited material (if it actually exists), and weirdly they never actually link to it. Generally, they learn how to correctly cite sources, then make their own ones up or alter real ones to cloud the source making it impossible for anyone to research their precious thoeries
Managed to find something relevant though on another forum though:
