It sounds like some sort of phaser or flanger, but I would like to know what exact one it is.

you can get that effect with a bandreject filter in NI Massive+phaser + metallic noise and a positive flanger

that is sounding very much like a ringshifter. Logics ringshifter infact as i know he uses logic now

Replace the first ? with the minute and the second ? with the seconds.
If I wanted a video to start playing at the 45 second mark, it'd be Youtube.com/y6Gdh37Dn#t=0m45s
