I'm wondering if anyone can help me hunt down the id of this track.

I'm trying to find the name of the track, been looking for it for ages. the vocals are: Steven Mestre – Judgements & Misconceptions (Acapella) however I don't know what the background track is. This sample was ripped from an old Bok Bok/L-Vis 1990 Rinse FM Podcast from March.
