What effect do you use on your vocal samples? How do you clear backgroung noise/atmosphere?

get a clean sample to begin with.

vinyl crackle and noise is usually the highest 2 bands...turn those down.

other than that, drop $400 on some professional audio software to clean it up for you.

Use a gate first. Notch filter out anything else that bothers you. Roll off the low end to remove any rumble. Compress to thicken and even out the transients. Run it through a nice plate verb.
