That one just sounds like a clap with a fairly long attack. But in general, to make that kind of snare, I like layering a bunch of different snare/clap-like sounds and offsetting each one by anything up to 50ms or so. Obviously you have to pick the samples carefully and treat each individual layer with different EQ and enveloping/compression, but the key is to soften the attack by staggering the samples (how you do this is up to you - simple delay, line them up in a wave editor manually, resample, etc).

pick organic sounding clap samples to begin with, then layer as appropriate.

There is no set recipe for this, just experiment with layering claps slightly off beat, hitting at different volumes, using panning & EQ until you get something that you like.

yea, it's not just one clap. If you listen to it, there's quite a few of them. Some hit early, some hit on time, and some hit a bit late. All you really need is one clap sample and you can do this. Get one that sounds really organic, if possible, just sample someone clapping into a mic. Then layer a bunch of them up, set some off time both early and late, pan some in different directions, change the volume of some of them. It would also help to pitch a couple up and down just to get some different sounds happening. It's really just a matter of how good you are with your sampler.

there's a quite decent collection of these in boyinaband.com's g-funk sample pack. check it out. layer a few of them bitches on top of each other and maybe tweak a little bit and you got what you're looking for.
