Modulate the Osc Pitch with an envelope so that it increases over time.

Just take a saw and automate or envelope the pitch

This particular sound has one envelope modulating pitch... slowly, and the other is modulating frequency cutoff, or perhaps amplitude, or it could even be sidechain compression.... as with most production theres countless different ways
