Start with your DAW (ableton live or whatever) - and learn it IN AND OUT. Don't get anything else until you think you are truly limited. And, if you have any intelligence about you - you will soon realize that this will be years down the track.

Listen here, I don't know your neighbors and every situation is different. Especially when you have neighbors on more than one side of your apartment. But I live on a bottom floor corner, with a person above and then not many around the ground level. Monitors helped my mixing very much and only once when I was making music in another room right next to a neighbors unit did I get a complaint. I think buying a DAW with it's native plugins and a pair of monitors is the way to go. It's what I did. Also I don't have a soundcard and my sound is acceptable.
edit- and also mastering engineers and audiophiles say you should mix at a low or moderate volume - not loud.

Don't bother spending anything until after at least a solid month or two of learning your DAW of choice. Only then should you think about something cheap -- all you really need to start off is a decent pair of headphones and possibly a simple keyboard. A few years down the road, once your production gets tight, think about shelling out the big bucks for some better keyboards, controllers, pads, or what have you.

i started out with only a desktop computer and sonicproducer.com (a really 2-bar looping step-sequencer) and shortly got acid 7 and then fruity loops about 2.5 years ago, and I only started using hardware this year

Check out DaMuseBlog for some thoughts on which daw might be right for you. The writer of that blog still hasn't put up the third part in that series, but there is a lot there to think about. There are other daw related posts, as well.

Well, the general consensus of the forum seems to be(and i agree), you should find your DAW and learn it before buying too much. Pretty much all DAWs have demos, and you should take full advantage of that. Most people that are just starting out have absolutely no clue what it is they are getting themselves into. Learning a DAW is a daunting task, and personally I think it's easier to learn without hindering yourself with other things. Midi controllers and audio interfaces and other external equipment come with added problems and difficulties that are best avoided until you at least understand how things work in the program.
If you don't want to spend very much money, both Acid Music Studio 8 and Reaper are like 60 bucks. Grab yourself a pair of headphones or Monitors and go to work from there. As you go I think you'll know when you're ready to start really diving into the extra gear. The last thing you wanna do is blow a large amount of cash and then find out 2 months down the road that you really don't want to do it anymore.

so what happens when you blow 1500 on hardware then find out a year down the line that producing isnt what you was destined for?
seriously like other people said, download a demo of one daw and get to know how everything works. if you get to a comfortable stage and start taking it seriously then the stuff you've learned will translate onto the hardware.

I'm a guitarist, been into rock, metal, etc. all my life. Got into Dubstep when I was visiting family in Poland about a year back, maybe less. This is all new to me. Never messed with recording stuff. People have been telling me anything from "you don't need much, just you, a computer, and a DAW." to "Get this, that, etc...". I was really confused. So, like all you guys are saying, I'll get some headphones, download a couple demos, and see what I like.
