Tape delay emulation. The dub boys would use actual tape to make delays.

If you're looking to drop some cash, the UAD tape emulation plugins are the best I've used, but require UAD cards.

Arcdev et301 is a favourite free one.
Some dance to remember, some dance to forget.
Re: Reggae Dub Delays
My favorite delays for this is dubstation www.audiodamage.com/effects/product.php?pid=AD006. Put it on a send in your DAW with a limiter. Make the output wet, delay 1/4T , automate the send nob in you DAW and the regen on dubstation.
