Whats the easiest and Best Program to use to make Dubstep?

FL. Ableton is a bitch to learn, Cubase is for the homeless, Renoise looks like a physics exam. The workflow in FL is a bit shabby but you will not be able to program drums and fine tune small details on any other DAW like you can in FL. And dubstep really is about the subtleties.

If you're not going to use Microsoft Word or Dubturbo, then I guess I'll just give you a serious answer,

Any of these will do basically the same thing, and ultimately accomplish what you're looking for:
Logic
Reason
FL Studio
Reaper
Ableton
Cubase
Acid
Renoise

Learning to make music isn't easy on any DAW, it takes a lot of patience. I started on Reason 5 years ago when i was about 12 years old, looking back i think starting on Ableton would've been a better way. When i got into ableton 1 year ago my productions finally got a bit more serious. But that is just me.

It is a good idea to demo the stuff before committing to a purchase. All are capable of making quality productions, but all have a slightly different feel. None of them are easy to make decent productions with.

Fl studio is really easy and quick once you learn the windows system. But, everything is pretty much the same. If you really don't care use Reaper(free). Conversely, if you really "care" and want to come off as a "Pro" use Cubase or logic.

Ableton isn't hard to use or learn and is great for dubstep as well. Drum Racks are great.
