Do the Dubstepforum mods hellban people?

I was just reading this article, and since this is the only social (yes, this is social by the standards of a programmer) forum I post on, I wondered if the claims that "most forums do it" are true.

Maybe this forum isn't big enough for that to be necessary. Maybe certain users in here are just too entertaining to be banned.

But maybe.. just maybe.. there is a parallel universe of fucking idiots posting in here that none of us are aware of.

It explains that hellban makes it so you can still post but no one sees them. So you think youre still participating....but not really.

The hellbans make it seem to the person only like they are still an active member on the site, but no one else notices them. Basically like adding him to everyone's ignore list.

phpBB doesn't support that natively, but there were similar plugins like one called Tarb (or 'Tard'?) Abuse Plugin.

Basically they were to help discourage people from just registering a new account to continue the trolling. It would take them quite a while to realise they were 'banned'.

I think the mods should say "Yes" whether they do or not. Just to increase the sense of paranoia for shits and giggles.
