Editing an mp3 without re-encoding it?

For example, if I wanted to take a 320kbps mp3 and edit the length, volume, etc, is there a way where I could save the edits without having to re-encode(which would reduce the quality)?
Is there a way to do this in a DAW or other software?

My significant other used to works as a signal processing engineer. I asked him about it—yes, it's technically possible, if you can find a program that lets you edit raw mp3 files on a "per frame" basis. He's never seen software that can do that, though. You might have to program it yourself. :P

So yes, it's possible. In the end, though, I think your life would be easier if you used a WAV instead.
My sub-woofer recently enrolled in a self-help group. "Coping with dubstep"—I think it has PTSD, at this point...

I use MP3Gain, it's lossless and works on the frame basis: http://mp3gain.sourceforge.net/
