Someone said in another thread it is to encourage Japanese buyers to wait for the domestic release instead of importing the international (for them) version, which for some reason is cheaper too (no VAT maybe?).

I think it's just that the CDs are massively more expensive. I remember looking on amazon.jp and the Urban Ethics CD was 30 or 40 USD.
