When tackling, just using your shoulders is rightfully illegal in Union, I assume its the same in League, but when your'e carrying its part of the game isn't it?

nah, in league (up until an hour or so ago) it was legal to tackle without using your arms eg shoulder charging

aslong as it was below the shoulders/neck region
