This can do exactly that

You just set some automation curve of a parameter, then your x or y knob (whichever you chose for this curve) controls that parameter based on the curve.
Since this can use multiple types of curves and as many points as you want you can have many many "states" and many types of interpolation
People have made vowel filters/combs/phasers and lots of other neat things with this filter.
Unfortunately you either have to buy the pack of plugins it comes in (99 dolars and lots of generic plugins) or own fl studio.
Although if you do buy the pack it comes with such beauties as delay bank (fancy multitap delay), waveshaper (a very very good waveshaper I use all the time that allows infinitely complex waveshaping curves), the love philter (previously mentioned) and wavecandy (wonderful audio analysis tool)
