FYI:
A site, http://www.em411.com, has been doing something called "mixit" for about 5 or 6 years with this concept. Everyone uploads samples, makes a track in a month, uploads their songs, and then gives feedback.
The nice thing was there was no "winner", as everyone has different tastes (although the site tended to be more experimental/idm focused). You could tell the best tracks right away though, and comment/give props accordingly.
It was more for the challenge and the learning experience, than a competition, although there was still a bit of competetiveness to it, just because you want your track to be the best one.
It's nice using random samples to create your track. I'd usually spend a good hour or two in soundforge just cutting/looping/slicing/effecting/mangling samples, until I had a huge collection of stuff that sounded nothing like the original sample, but all my own. Got some of my best drum samples this way. The idea of being judged whether or not I "cheated" seems a bit, eh, unsettling, as there is no way you'd be able to tell. You can make all kinds of sounds from a sample, with effects/timestretch/granulizers/etc.
I'm glad to see the concept carried over here to dubstepland. Could do with out the bitchfest though.
