Another important point, the physical transfer of media. Remember back in the day going to even the small events and you could come back with a pocket full of mix CDs, tunes that people had burnt to CD-R, even label sampler CDs. Digital movement has meant that less and less music actually gets onto an actual CD. Shit, even a USB stick for a night would be a nice touch. I suppose wub, and I suppose not. Think it would be heaven for every town/city to have a spot where people could play their music to other like minded individuals. But that isn't happening is it? Seems pretty fantasy minded to think that such a thing would exist on such a broad scale.
Also, not everything is dance/club music, and not everyone is interested in making music that is accessible to 30 people in every town/city.
I really like soundcloud for discovering interesting music. Finding weirdos scattered around the planet. My problem with soundcloud is there is so much good music just flying by, I get this anxiety that I'm missing it all.

Just a few examples here. Not too stamp in a point or anything but maybe bring a bit of perspective. I thought wubs post was great tbf.
Machine drums latest release was basicly available more than a year ago as a mix on his sc. So to wait for Mu to drop that and have ninja tune release it.
Well...It was just way fresher then and I've had the benefit of taking inspiration from it for longer/it has lived with me (no homer).
Billain, who's probably the most inventive drum and bass producer since either spor, the sect or the noisia guys- has had to wait for numerous lables and his work has suffered (becomming a tiny bit more stale than straight out of his sc).
The stuff he shared before that on sc was mindblowing and led to those in my book, subpar releases. But I've gotten more out of that then a lot of vinyl.
Someone like Just blaze that was as stable a producer for roca-fella etc as kanye west was, shares all his weird bits there now. Someone you would assume could get another outlet. Slugabed too.
Sam smith who's a huge success right now in the charts - shares a song that any label would pick up, not the least because of his huge success featuring. But he still decided on putting it up there first. (the track is called money on my mind btw).
Future too.
I would argue it is a scene to an extent or at least something like the mixtape circuit in rap.

Also regarding the concept of scenes. I don't believe a lot of what is called scenes in for example music media are actual scenes.
I believe a couple are in the uk and that house has been in paris.
But even places with a distinct sound like detroit has had with a few genres, is not reallly the same thing as how jungle, dnb and dubstep has been evolving in the uk. The most important aspect of how a scene where people have the same frame of reference, share a few ideals and help each other out etc, become defined, is that there's short travel distance IMO.
There's a few places where you can assume that people will be open to certain things, like Berlin. But it's more acceptance than direct influence that runs it.
Jamaica is out of the equation and there must be something in the water tbh
