IMO, if you aren't allowed to vote the country shouldn't have the right to imprison you tbh.
Voting for, and accepting by participation, the terms and conditions under which you live in a country should be a requisite for any violations to be judged against.

I get your point but it's pretty absurd, do you not see the countless reasons why it'd be an awful idea?
by the same logic you could claim, even if you have voted, that you didn't vote for that particular law so it shouldn't apply to you.

I made a post addressing some sloppiness in the wrong thread.
The idea is that if a person X, from country ø, goes to country π and breaks the law, π can detain him temporarily while establishing contact with ø, where X could be imprisoned for unlawful conduct.
That being said, I don't think we should have countries. Just that if we do, they should operate as such.
This would make all countries adopt the same laws, which would be a step in the right direction imo.
