Turn down is a harsh touch imo.
Could do just as well by having asked her out without mentioning loving her at all, imo. Seems kind of creepy if you say it too soon, seems kind of seedy if you tell them you don't from the bat.

No, at least that wasn't what I meant to say. What I wanted to say was that saying "I don't love you, let's go out some time" could be read as a seedy statement.
Ultimately, I think the appropriate course of action is to forgo the technicalities of emotions and just drop the question(s).
