Police Scanners are generally crackly anyway, so I guess YouTube's low bitrate would probably suit it.
320 rip quality acapellas exist, it's just a case of digging through a lot of 96kbps versions to find them

oh and crackle is one thing, but weedy lo bit-rate digitial audio is another

If you leave as is, yeah.
Apply a bit of distortion, maybe some bitcrushing to filth it up. If you're relying on the sample itself to be the basis of the tune, then fair enough you'd want it as clear as possible.
But for background fills and such, it depends on what you're after it for.

I've sampled stuff from youtube before.
To help with the low bitrate audio problem, I set it up so the youtube audio is going to the speakers... then I put my portable audio recorder a few feet away, in between the speakers.
So you get the stereo ambiance/reverb of the room recorded with the sample. It kind of masks the low-bitrate. And also makes the sample sound a bit eerie... that nice 'recorded off late night TV' feeling.
On the original topic, I know I've seen a website where you can listen to streaming live police radio.

nice idea that. reamped plenty synths or instruments or whatever, but never thought of doing it with shit samples. like it. thanks

what you wanna do is.... google 'youtube to mp3' and click on one of the websites that offers exactly that... it converts the video sound to mp3 (im sure youve gathered this from 'youtube to mp3'.
Im not sure if it would be a 320, but deffo sounds better.
Thats how I sample sounds of people blowing their trumpets.
