Got a nice evil laugh on some scratch plate somewhere i'll have a look, remember there being a nice evil laugh on the matrix revolutions just after agent smith wastes the oracle aswell check it (was watching it the other day)
Police sirens are easy to make in a sampler , get a square wave/sound stick an lfo onto the pitch modulate it voila, easy to tune just change the modulation amount and starting pitch but if your wanting a serious siren check out Dub Siren
Not got any dogs barking sorry mate

just played around a bit to create some "tape-delay-like" effects.
(tape-speed modulation, tape-compression, saturation)

http://www.zshare.net/download/143931453fbd5f22/

2 problems i couldnt solve:

1: the smallest change in delay-time (for tape-speed-mod-effect) controlled by an lfo is about 7 ms, still to long. i´d like sth. around 3-4ms.

2: the lfo controlling the scream mid- and high-filter is running in sync, based on midi-clock. so u have to hit the keys exactly on full/half/quarter/.../... beats to get the effect.
but i want the lfo to start it´s cycle everytime i press a key - independent from beats and bars

maybe you want to try or even improve/ add some features. 8)
thor has a sync feature with the reset option, meaning the lfo will reset everytime its triggered

as for your other problem from what are you running the lfo, because you can send it to for example rotary 1 on the combi, and have rotary 1 affect the delay time, and then in the right hand box of the combinator programmer you can set the values

i appologize for the bad grammar and run on sentances, im mostly drunk

hope this helped!
