I suppose it's easy to go overboard at something like that. If your upset and you see something like that then it can tip you overboard. Being pissed and off it won't have helped either. But its still down to the individual at the end of the day.

I think you failed to spot the word, minimum. What it really means is 25 years with the chance of leaving just after 14 years depending on his behaviour and after his review.
