The stage between mixing and the pressing plant, where cuts are assembled in the final order and the master(2) prepared for duplication: song-to-song levels are equalized, the stereo image is properly balanced, fade-ins and -outs and any crossfades are added, any last-minute compression/limiting is added to even out the dynamic range of the compilation as a whole

taken from some site, if you look at the wave form in your bounced down track, and then compare it to a professional product, you will see a great difference in size and volume, if you need help on defining words and terms the production bible and google are you friends

When you feel proud enough of your work to get it mastered / putting it out yourself... A label generally pays for mastering - unless you get it done yourself cause you trust a certain engineer.

OR - if you play out a few of yoru tunes and they go down well - get them mastered so they sound as professional as the last tune and next tune.

when doing a release to the public for sale
be it digital or vinyl

macc is the man to talk to about mastering
basically it's sending a good mixdown you did unlimited etc to someone with fresh ears and usually a better studio setup and more expensive gear who knows what they are doing
every producer should read this and refer to it like a bible
