It's in the subject line. It is the "World's 1st legal/regulated/taxed adult marijuana market" - it has been decriminalized in other places, it has even been legalized a few places - but not all three. Not anywhere in the modern world at least.

Legal, regulated, and taxed equals legitimacy in the eyes of the establishment.

Yeah not all 3 at once, and it still isn't all 3 yet.

In North Korea it's de facto legal because it's not even considered a drug. Either way they are obviously not taxing it or using it in a market system.

As far as modern times go it's never actually been fully 'legal' anywhere, as in laws on the books that say: You can grow, sell, and consume this for recreation. Like North Korea, there's a small handful of other countries where it is de facto legal, meaning just that there isn't actually a law on the books either way (yet)... so it's not taxed or regulated, it just exists. Decriminalization is just a nice term invented for something that's deemed illegal and wrong by government, but not worth the effort to pursue in small quantities. They are still saying it's illegal, otherwise they wouldn't ticket or fine you.

There's also exceptions like where it's deemed okay for someone to possess a small amount, but it's still illegal to grow it or sell it. It's almost like 'don't ask, don't tell'. There's also exceptions in countries for religious purposes, much like entheogens, but that's an exception for people of that religion only. Medicinal cannabis is legal for people who qualify and have approval only.

Before prohibition in the US it was de facto 'legal', but not regulated or taxed. The closest thing was the Marijuana Tax Act which basically paid farmers to grow hemp so it could be used for war purposes. Once peace was re-established they revoked it.
