Seeing as dubstep was a branch off of reggae dub music and two-step garage music, this kind of dubstep is fairly easy to find.
Check out Mala if you haven't already. Some good songs that fit the criteria are Bury da Bwoy, Anti-War Dub, and a personal favorite Jah Power Dub, though the last one is teetering on the border of being straight dub.
Coki also produces QUALITY tracks that have that great reggae feel to them. Mood dub being a great example of this.
Check out the DMZ and Deep Medi labels, they have tracks that are just great.

Check out Jah Warrior, not Dubstep so to speak, more electronic dub, but some tracks have a strong garage influence. Vibes all the way.
