Any country with an earthquake generator could literally hold the rest of the world to ransom. Actually generating earthquakes, however, is bloody poor economical reasoning simply because you have to pump a shitload of money to fix the infrastructure and terrain for the place to be economically viable again. Much cheaper and quicker to set up a puppet government.
People are bloody dying or dead and all someone can think about is "How can I suggest that the US is in some way responsible for this?".
