If your paying then fireworks, if you want freeware then gimp (im not calling you a gimp it's the name of the program..)

Illustrator. You generally want to be using vector graphics for stuff like logo design so that it can be resized without any loss of quality. Photoshop is good too if you stick to the vector tools. Neither one is cheap.

Was adobe illustrator, but also photoshop for finishes. And it was a professional graphic artist friend. I do have some skills, as you can see
