Those are also part off the BPM. For instance, 140.333 means 140 BPM and 1/3 of a BPM. So every single point of those "three 0's" means one thousandth of 1 BPM. 140.250 = 140 and a quarter BPM. 135.200 = 135 and a fifth BPM.
