It is (mathematically) possible to "fill in" missing frequency information from data though I don't know of any converters that do this. Perhaps all of them do?

Nah man, you can only fill missing frequencies if the file has been converted from a wav. So convert your wav to a 128kbps mp3, save that mp3, and then you can convert the mp3 to whatever you want, flac, wav, aac....


I thought that was common knowledge.

Look up "Quantum Audio Encoding". It's this new technique that uses entanglement between bits to make sure new added bits aren't in a superposition.
