Paulstretch is amazing at stretching entire songs 20x longer, but I don't think it sounds good for your average 1 second bass sample. I tried chucking in a couple of things I've resampled and it does some weird stuff. Almost sounds like it's got reversed reverb on it.

dont wanna hijack but does anyone know how to do timestretching that intentionally sounds shit in reaper?
and by shit i mean shit in a good way, think of the ridiculously stretched amen snares and 'jjjjjuuuuunnnnnggggglllllliiiiiissssssssssttt' samples from the 90's

You want so called cyclic timestretching as made famous in old Akai samplers. There is a mode in Reaper called Window Stretch or Simple Window Stretch or something like that. Should do the trick with some tweaking, or get fairly close.

Renoise 09xx effect+interpolate!
Not sure how you would do this in reaper but basically you play the sample at like 16th or 32nd or 64th notes in your step sequencer and each note starts the sample from later in the sample.

I used to do that when I was working with my Akai sampler. What to do is timestretch the sample multiple times. You timestretch the timestretch.

Are you using an HQ sample like a .wav file or a mediocre .mp3 file?

It depends on if you are going for an effect or just to get something in the right tempo.
The smallest amount possible usually works best unless you are going for an effect type thing.
Usually trying to sample short piano/jazz samples to make them usable with slow tempo music

Just to add, if your using ableton if you open the sample widow, on the left handside under the Seg BPM a drop down tab that has beats labeled on it. This is the time stretch algorithm
IMO Beats sounds shit, the best there is complex/complex pro... at least for vocals.
