It's not really Hip-Hop, but there's a good few dub tunes on Capsa's new album that are around 70/140 (i think) and have rapping over the top.

Some of the stuff Teddy Riley was doing for RNB acts (though many of those are a little slower, like 120 - 130)

most golden era rap is much slower, but you'll find some things from the 80s era of hip hop that will mix in.

The only way I can imagine getting 170 in hip-hop is counting an 85 bpm beat half-time. Most hip-hop isn't half-time.

On the fast side, Busdriver comes to mind (along with C.V.E., Rifleman and the other Afterlife Records stuff). These guys rap fast over slow (or double-time) beats, and use a lot of synthesized beats rather than sample-based ones:

As far as I remember, either the original version of Ridin' or the chopped&screwed is exactly 70, I actually think it's the original. The intro is also pretty sweet as it sounds nothing like the rest of the song, perfect for dropping some h-town rap on an unsuspecting crowd ;)
