I'd have to say HxdB and Esh. Esh has really come into his own in 08 and HxdB's tunes sound so polished, engaging, and inspiring... im expecting great things from both of them in 09 
Oh, and forensics has really carved out a style all his own too. big up all of them.
EDIT: forgot kial. that guys got some sick sinister sounds that prove that you dont need to make fast, hard dubstep, to be dark. Really impressive stuff coming from him as well.
EDIT #2: Threnody and Bunzero are making some badass shit as well. really digging bun's latest tune, "introspection" with it's atonality and hints of broken guitar. The lack of resolution really works well! Thren's melodic synth melodies are incredible, and he never fails to impress me. every time i check out his radio show on sub fm i'm blown away and equally inspired.
I've got a lot of purchases to make in 09
