okay so the head shop now says they sell "whipped cream chargers" but was really ambiguous about crackers and pretty much hung up when i said the word balloon. what the fuck are you supposed to call a balloon?

Here you can order em online and some dodgy guys come by to deliver it within 2 hours 
A lot of parties seem to allow em to sell inside as well.
