Not sure if its in the same context but a lot of folksy people I've met from Ohio and Pennsylvania say that. It's undoubtedly always used as a transition from one mundane topic of discussion to another. Typical conversation at work: "blah blah blah, my kids hockey game, so, blah blah blah my wife's knee surgery, so, yak yak yak I need my transmission repaired.
