and also because i feel the longer the tracks the more likely it is that people won't listen to them all and just skip through which is not desirable
why not just push the "no rules" attitude into the red and say "no rules at all" ?

Should just be a ceiling, so people aren't turning in stale turd magna opera (look it up, jokes) that take 15 minutes to listen through. But if you can make a bomb track in 2 minutes, more power to you.
the point of 4mins...... think outside the box & change it up for abit!
If ya can't keep a listener entertained for 4mins... then ya need to have a rethink of why you're producing.
6mins max.... cause some people can go wayyyy overboard!
the ones that flick thru songs after a minute, listen to lo fi audio, download whatever they can, think about lady gaga etc. too much,
