"action" implies that an act will take place, whereas "sue" just implies a process.

Along the same line as phrases that piss you off in meetings, there are quite a few. Paramount of that list is "non-issue" for me... For some reason that one really gets to me, although I sometimes love using it because it makes me feel like a manager.

OH and I can give you a whole Family Guy episode on the pronunciation of the H in WH- words...
