for me the absolute biggest factor on work rate is mental state
i find that 99% of decent, well implemented ideas come when i'm enthusiastic about potential that exists in the music. without the enthusiasm i don't come up with those clear, defined ideas that will differentiate an OK tune from a really good one. sure, there is the odd happy accident but without the enthusiasm i can't be arsed to try something new and/or demanding, and i end up going down the path of least resistance. this is the road to shit music imo
when i'm in the right head-space, these strong, clear ideas are not difficult to come up with - sometimes it feels as though they find me as opposed to the other way around - and they take very little time and energy to get down. for me the best tunes are written very, very quickly.
crap ones on the other hand, can be long, torturous, and deeply unfulfilling
so over time i've come to the conclusion that - for me - there is absolutely no point in forcing it. i just have to wait until my state of mind is there and right, and then i make the absolute most of it
so to answer the question. my work rate can go from as little as 1 tune in 2 months to up to 10 or so in a single week. for me it's all about state of mind and this is something that i can't force. it always comes through in the tunes.....

2 a week for me. 3 hours a tune. Set myself a rule that I must start and finish a track every day I have off, otherwise it'll never get finished and just join the other bunch of half finished crap. I recommend setting the same rule, and get a Moog, increased productivity like fook.
I also don't listen to any other music of the same genre unless I have a gig, I find I try to imitate subconsciously if I spend too much time checking out whats out there.

I write a shit ton, but I only finish a few. And the finishing part takes me forever and a day cos I'm so damn picky. I've written a good 15 this year so far, but only a handfull have been 100% finished.
Honestly spend more time engineering the shit than I do writin 'em. *shrug*
