I think there's only two fair options : 100% free speech with no exceptions or none at all for anyone.

If we were to impose it now in The UK for example, if some guy came into a position of power and started by saying " I hate all pakis and n*ggers, they are immoral scum and i wish they weren't here and went back where they came from" then that wouldn't cause lots of problems? Probably, lots. Riots etc.

yes, but your taking it to the very extreme again. Free speech should exclude anything hateful, it goes without saying.

If somebody says something you don't like, feel free to disagree with it. There's not a human right to not have to be disagreed with.

I'm never going to say somebody should be banned from saying something, whatever it is, because if I disagree with it, it's just my opinion, and on the flip side, somebody else would probably be having the same discussion about how my opinion should be banned.

Free speech should be the easiest concept ever, as long as you bring in the concept of just fucking disagreeing with someone, and not trying to ban it.

it's for search indexing. keeping the (Google, etc) bots happy is part of being a functional website these days
