You can just type it into something like notepad to get it uploaded. So yeah some software is required to get the design to where you need it to go, but technically you could design the whole thing on pieces of paper if you knew what you were doing. The websites that help you design websites basically just present this code in more user friendly fashion. Yeh, I know. I used to try my hand at programming when I was a little nipper, before I gave up. Notepad = software. I suppose if you write the code on paper it would classify as being designed without software, but still... I retract my earlier statement; I am a dick.
