it's because one piece prison suits are insanely hot and that was around the area the zipper ended and could be folded down and made into a belt type area. So when it gets hot you take your one piece, fold it down, and can make a belt/cinch in that area. Generally prison one pieces aren't very long in the legs so you look like you were preparing for a flood. People pull em down often times.

Only been arrested and stayed in a place with one pieces one time for a week in dallas county. Rolling down your one piece was standard practice because they were made of heavy rough cotton and were hot as fuck.
